Identifying Suspicious Behavior

Suspicious behavior does not always mean criminal activity, but it does require attention. Officers should look for behavior that does not match the location, time, or normal activity of the property.

Examples include:

• Loitering near doors, vehicles, loading docks, or restricted areas.
• Repeatedly walking around the property without clear purpose.
• Looking into vehicles or windows.
• Attempting to avoid security.
• Testing doors or access points.
• Carrying tools, bags, or objects inconsistent with normal activity.
• Watching employees, tenants, guards, or camera locations.

Officers should observe and document before assuming intent.
